Since the Deputy County Executive has again taken it upon himself to interject his own caustic and disparaging remarks about YOUR leadership, regarding the One Care Street Survey ADVISEMENTS we put out, we now need to respond in kind.

We, the leadership, and membership, are equally disappointed in the tactics employed by this Administration both in this process and in the contract “NEGOTIATIONS”.

Although this survey has its merits; it also created concerns and questions raised by you, the members, which were not answered by the presentation.  Based on those concerns, we advised you to not participate in this VOLUNTARY survey.

We, at no time, “accused the County of intending to commit a criminal act”!   This was never inferred either but was extrapolated by Mr. Schwartz in his memo in an effort to disparage your leadership and to divert the attention away from their lack of commitment to settle a fair and equitable NEGOTIATED contract.

Since Mr. Schwartz has exaggerated and accused us of things not explicitly stated, he claims there is no ulterior motive for your participation…when was the last time the County had your best interests as their main concern???  We only said you MAY forfeit your HIPAA rights after VOLUNTARY participation – how does that become an intention to commit a criminal act?!?! 

Finally, while “buying” participation by offering 7 hours of comp time is coercive, it also is in violation of the contract – but when has that stopped the County from doing something in violation of their signed agreement with CSEA?!  
Also, in order to receive the comp time, 4 steps must be completed - the first of which is the filling out of the survey!  There are 3 more “requirements “to be met before the comp time is actually credited to you.  One Care Street must send confirmation to the County that they have been completed.  Is that not disseminating “false and misleading information”?

Hopefully the Deputy County Executive’s memo has not served its intended purpose, but serves to insure you that your leadership is looking out for your best interests and will continue to raise concerns and questions despite the displeasure it creates for the Administration!
