Re: the County Code of Conduct Document 

The CSEA Union Leadership has received many complaints and concerns regarding the County of Westchester ’s Code of Conduct document.  This document has been sent electronically to employees.  Many of our CSEA members have noticed an obvious discrepancy in the policy set forth by the County.

  Your Unit 9200 Officers have consulted with the CSEA attorneys and they have reviewed this Code of Conduct and have issues with several clauses.

  While it is perfectly legal and proper for an employer to create a Code of Conduct, the threats being made by many departments that failure to sign or electronically “Mark As Read” the Code will result in disciplinary actions is unwarranted. 


In light of the many comments and concerns the Unit 9200 Union officers have heard, we have commenced discussions with the County Attorney ’s office. 

We have strongly objected to the threats of the County.

  The present Code of Conduct was unilaterally created by the Administration; there was no cooperative effort between the Administration and the CSEA Union in this regard.  No advance notice was offered to the CSEA leadership.


CSEA is more than willing to have joint Labor/Management meetings with the County to create a Code of Conduct that is beneficial to all and safeguards the hard earned taxes that we all pay each year.  We have never opposed any cooperative joint Labor/Management effort towards achieving any agreement and the Code of Conduct is no exception.

  We, the CSEA Leadership, advocate that all County employees always uphold the law and County Charter every day, that no one individual or group of individuals should be subject to any rules and policies that are different than those that are applied to all employees.

  Should you sign or “Mark as Read” the document?  
At this time there is no basis for harming any of our Union Members by advocating that anyone avoids signing or electronically “Mark as Read” the document in spite of the flaws and the disagreement many of us have with the wording and obligations it places on us.

CSEA suggests the following comment with your signature:

  “I am signing this as a result of a Westchester County mandate and do not agree with its contents”.

  For those without access to computers, ask your supervisor for a printed copy to sign and write the comment as written above.
